How SMS billing actually works
Operators charge per segment, not per message. A message written entirely in the GSM-7 alphabet fits 160 characters. Add one character outside it — a curly quote pasted from Word, an em dash, an emoji — and the entire message is re-encoded as UCS-2, which fits 70. The text looks the same and the bill is up to three times higher.
Messages longer than one segment carry a User Data Header so the phone can reassemble them, which costs 7 septets per part. That is why long messages are split at 153 characters, not 160 (67 in UCS-2).
